South Korea is not utilizing wired· wireless network productively than any other country. The reason for slowing transition into an information-oriented society is resistance from the privileged class. Also, the information and telecommunication policy is dealt with network industrial protection from micro view rather than macroeconomic view. Therefore, the Ministry of Strategy and Finance that is responsible for macroeconomic policy needs to reinforce the coordination function of information and telecommunication policy.
